Two Cases, One School System: The Unanswered Questions Around Former Rock Ridge Administrator Christopher Chad

Christopher John Chad spent about two decades in education on Minnesota's Iron Range. He taught math, coached speech and theater, and worked as a principal. In August 2024, Rock Ridge Public Schools promoted him to dean of students at its high school in Virginia — a high-trust job dealing directly with children.

Seven months later, investigators searched his school office. The district put him on leave. He was arrested in a child-exploitation case out of Georgia.

He now faces a second criminal case, this one in Minnesota, involving a former local student and allegations dating to years before that promotion.

On July 6, 2026, St. Louis County prosecutors charged Chad, 52, with one count of first-degree criminal sexual conduct and two counts of second-degree criminal sexual conduct. The complaint and warrant in case 69VI-CR-26-635 allege he assaulted a student multiple times from 2021 through 2023, when the student was 14 to 16.

A complaint is a court record of what the state charged and what a former student told investigators. It is not proof the alleged conduct happened. Chad has not been convicted in either Minnesota or Georgia, and he is presumed innocent. Two separate cases, an alleged local victim after officials previously indicated there was none, an alleged on-campus encounter, and a promotion into a high-trust job are enough to put direct questions to Rock Ridge, the Sheriff's Office, state licensing, and prosecutors.

What the Minnesota complaint says

The seven-page complaint was filed in St. Louis County District Court in Virginia. Judge Andrew Peterson found probable cause and issued a nationwide warrant on July 6. Gilbert Police Chief Ty Techar signed it, along with a St. Louis County Sheriff's investigator.

Three counts span three windows: first-degree CSC from April 1 to May 14, 2021 (up to 30 years and $40,000 under the statute); second-degree CSC from May 15 to June 30, 2021 (up to 25 years, $35,000); and another second-degree count from May 15, 2022 through the end of 2023 (same range). Each leans on the state's claim that Chad held a position of authority over the student — as their teacher, speech coach, and principal while Virginia and Eveleth-Gilbert were merging into Rock Ridge.

Per the complaint, the former student — "Juvenile A" — spoke with Chief Techar and the sheriff's investigator on December 4, 2025, at age 19, describing assaults from ages 14 to 16. The complaint says contact started anonymously on Grindr, moved to Snapchat, and that the two eventually realized they knew each other in person — "thousands" of messages exchanged, according to investigators, who obtained the student's phone and found sexually explicit material on it. Prosecutors allege Chad continued the contact after realizing who he was talking to.

The complaint alleges five encounters, in Gilbert and Virginia — the first behind a shed at the old Gilbert school in spring 2021, with at least one more on school property. It also alleges Chad supplied cannabis and THC vapes, and that the student said part of why they stayed in contact was those products and part was feeling that Chad cared about them.

That is what a charging document alleges. None of it has been tested at trial.

The Georgia case that came first

Chad was already held in the Fulton County, Georgia jail on a separate case when Minnesota filed these charges. That case began with tips to the National Center for Missing and Exploited Children in January 2025. Georgia investigators allege Chad used Kik to send sexually explicit messages and images to a 12-year-old student in Fulton County — including, per the reporting, discussing a "blind spot" in his own school's security cameras and suggesting the child could travel to Minnesota.

Investigators searched Rock Ridge High School in early March 2025. The district put Chad on paid leave, removed him from the staff directory, and eventually ended his employment — Superintendent Noel Schmidt told KAXE by email in July 2026 that "Chris Chad no longer works for the school district." The exact separation date, and whether it was a resignation or a firing, has not been confirmed.

He was arrested in Minnesota on March 18, 2025, extradited to Georgia, and booked into the Fulton County Jail on April 7 under booking number 2506305, bond set at $150,000. As of Iron Range Today's June 11, 2026 update, he had been held roughly 430 days with the case still pre-indictment and no hearing scheduled. Fulton County's court backlog may account for part of that. The current status is not reflected in the reviewed records.

The timing that raises the question

Chad had about 20 years of teaching experience, 13 of them in Eveleth-Gilbert/Rock Ridge — math, One Act Play, assistant spring-play director, JV speech, and a stint as principal. Rock Ridge made him dean of students in August 2024 at a reported $90,420 salary.

The dates line up this way: the Minnesota complaint alleges abuse from 2021 to 2023; the promotion came in August 2024; the Georgia investigation went public in March 2025; the Minnesota complainant came forward in December 2025; charges were filed in July 2026.

Nothing in the reviewed record shows Rock Ridge knew about the Minnesota allegations when it promoted him, and nothing shows what background checks or internal review occurred before that promotion. The record does not support a claim that the district knowingly promoted a risk, and it is too early to call the vetting adequate without the actual records. The fair question for the district: what did you review before making Chad dean of students, and was there any complaint or red flag in the file before March 2025?

The "no local victims" statement

KAXE and Iron Range Today reported that Rock Ridge officials and the Sheriff's Office had said there was no indication local students were involved in the Georgia case. The Minnesota complaint now alleges a former local student was assaulted from 2021 to 2023, including on school property.

There is a plausible, non-sinister explanation: if that "no local victims" statement predated December 4, 2025 — before this complainant came forward — it could have been accurate to what investigators then knew about the Georgia case specifically. Nothing in the record supports calling it a cover-up. But the officials owe the public precision: when exactly was that statement made, what did it cover, and when did the district first learn about the Minnesota complaint?

Is his teaching license still active?

As of April 2025, per KAXE, Chad still held a Minnesota teaching license set to expire in 2030. PELSB said it cannot confirm or discuss an active investigation. KAXE also reported that a Georgia conviction could trigger automatic revocation. None of that has been independently confirmed since. A criminal charge is not a disciplinary finding, but the public is entitled to know whether a state teaching credential is active, suspended, or in limbo.

What holds up and what does not

The strongest item is the Minnesota complaint itself — real, specific, and naming the charges, alleged dates, theory of authority, and warrant. It does not prove the assaults happened.

The Georgia side rests on reporting from established Minnesota outlets; the primary Georgia court file has not been reviewed here, so those details stay attributed to reporting. The employment and licensing threads are also incomplete — the personnel file, board minutes, and a current PELSB record are not part of the reviewed record.

Nothing in the record indicates a second Minnesota complainant. Two cases do not imply more victims.

The questions that remain

For Rock Ridge: what did you review before promoting Chad in August 2024, was there any complaint on file before March 2025, when exactly did he leave and how, when did the district first learn about the Minnesota complaint, and did you revisit security or supervision practices after Georgia investigators alleged he discussed camera blind spots?

For the Sheriff's Office and Gilbert PD: when was the "no local victims" statement made, and what did it cover? What followed the December 4, 2025 report?

For PELSB: what is his license status now, and has any disciplinary action occurred?

For the courts: has Georgia indicted him, and what is the status of the Minnesota warrant?

The complaint is serious and unproven. What the record needs is the missing documents and precise answers from the officials named above, held against the actual timeline.
